What’s expected to be the final hearing on the hotly debated asphalt plant will take place Tuesday.

The Sonoma County Board of Supervisors is poised to reject an application to build an asphalt plant and concrete recycling facility south of town, along the Petaluma River across from Shollenberger Park.

The controversial proposal by the Dutra Group was rejected 3-2 in a preliminary straw vote taken by supervisors last month.

That vote followed months of heated opposition to the plan, including the threat of legal action by the city of Petaluma.

After indicating approval of the project on a 4-1 vote in February, two supervisors changed their votes at a June 9 meeting, and the board said it would consider a formal denial on Tuesday. The hearing begins at 2:30 p.m. in the supervisors' chambers at 575 Adminstration Drive in Santa Rosa.

South county Supervisor Mike Kerns, a supporter of the project, has said his staff is determining additional conditions that the Dutra plant must meet in hopes supervisors will decide to approve it.
