Target center design meeting postponed

The progress of the much-debated Target center project has been pushed back because Regency, the developer of the site, has not submitted design materials to the city in time to be reviewed this week.
The project design will not be addressed by the Planning Commission this Tuesday as planned, but will be postponed until April 13. Regency staff still needs to submit more items in order for the planning department to be able to review the design and advise the Planning Commission, said Geoff Bradley, principal with M-Group, the city's planning department.
“We don't have it all yet,” said Bradley on Thursday afternoon.
The shopping center, off of Highway 101 and East Washington Street, was approved by the City Council on Feb. 8 and began review by the Planning Commission on Feb. 23.
Planning Department staff has requested that Regency submit its application materials by March 22 in order to review them in time for the April 13 meeting. The additional materials needed include architectural maps and other documents, as well as a 3-D video of the project site.
The project was previously continued from Feb. 23 after scrutiny by commissioners. Some commissioners blasted the project as violating the city's General Plan, which encourages mixed-use design. At the meeting, Regency's architects said they had completed about 30 percent of the design at the time.
