Authorities arrest three suspects in Lakeport killings

Lake County Sheriff's deputies are holding three people in connection with two related killings this week, though officials have yet to say what led to the deaths.
Lt. Steve Brooks said in a release that Conrad Joseph Velez, 41, and Dahnna Phyllis Burrows, 26, both of Lakeport, were arrested in Napa on Tuesday after police officers responded to an unrelated report of a domestic incident at a house in the city.
A third man, Dakota Joseph Velez, 19, of Kelseyville, was located and arrested Wednesday afternoon by Mendocino County Sheriff's deputies.
The investigation began Monday morning, when Lakeport firefighters located a body inside a burning home on Highland Springs Road. Sheriff's investigators identified the victim as William Frank Busch, 54, of Lakeport and said his injuries appeared to be suspicious, although an exact cause of death has yet to be determined, Brooks said.
On Tuesday morning, firefighters discovered Busch's vehicle on fire on Soda Bay Road. Deputies later found evidence in the vehicle that eventually led them to the three suspects, Brooks said.
At around 2:30 p.m. Tuesday, witnesses reported seeing a man being thrown out of an SUV near the intersection of Robin Hill Drive and Lakeshore Boulevard in Lakeport. The vehicle reportedly ran over the man and one of the occupants stepped out and struck the victim with an unknown weapon.
Deputies arrived to find Edward Harry Morgan, 46, of Kelseyville, injured on the road, but the SUV was gone. Morgan died shortly thereafter, Brooks said. The witness descriptions of the SUV matched a Chevy Tahoe owned by Morgan.
Napa police found Morgan's SUV near where they arrested the two Lake County suspects on Tuesday.
Burrows was arrested on suspicion of murder, carjacking and assault with a deadly weapon. Conrad Velez was arrested on suspicion of violating the conditions of his parole and assault with a deadly weapon. Dakota Velez was arrested on suspicion of murder.
Brooks did not say how the three suspects are connected or how they knew the victims, nor did he say what investigators think led to the killings.
The investigation is ongoing, Brooks said, and additional charges are possible.
