A passing motorist noticed a man tagging a Petaluma overpass and placed the suspect under citizen's arrest until police arrived and took him into custody.
The driver, whose name was not released, witnessed Godfrey Worley, 50, of Santa Rosa, tagging the Caulfield Lane overpass with a marking pen Saturday morning and called police.
Petaluma police officers arrived on scene and saw the suspect throw the marking pen down onto the freeway below. Officers located the marker and seized it as evidence.
Worley was booked into the Sonoma County Jail on charges of vandalism.
